Lookup table for 3511 grids defining WALE domain as of 12/17/02.
Table contains grid number, i_index, j_index, latitude, and longitude 
for this domain.  Grid IDs are somewhat arbitrary, 
however they do match the co-located grids in RIMS domain (N=39926) file.
The i and j indices match those grids from EASE grid of RIMS domain.
